Welcome to the Northeast Arc Fiscal Intermediary (FI) Program.  As a Fiscal Intermediary, we perform employer required tasks and related administrative tasks for consumers (individuals) in Personnel Care Attendant (PCA) Programs.  Northeast Arc FI has been providing FI services since the beginning of the MassHealth PCA FI program.

Northeast Arc has a contract for FI services with   the Executive Office of Health & Human Services – Office of Medicaid (MassHealth PCAFI Program).

We also have contracts for FI services with the Senior Care Option.  The Senior Care Option (SCO) is a partnership between MassHealth and Medicare that provides a complete package of health care and social services, including PCA services.

Senior Care Option agencies that offer PCA services are Commonwealth Care Alliance, Evercare, Senior Whole Health and Fallon Community Health Plan.  Click here for a contact list of the Senior Care Option Agencies.

These are some of the Employer-required tasks we perform for the Consumer:

• Registration of consumer as an employer with Internal Revenue Service and other State tax agencies
  
• Process time sheets and issue payroll checks or direct deposits for the PCA (the employee of the consumer)
• Deposit taxes and file tax reports with IRS and other State agencies
• Process state and federal unemployment payments and reports
• Purchase worker’s compensation insurance for consumer
• Provide customer service support and assistance to consumers
• Supply documents and forms needed to process the payroll for the PCA
